The body of Carlos Gomez is found mutilated and hanging upside down in a Seattle alleyway. Lt. Cameron tells the media that the murder is the work of a cult, despite the fact that Gomez had died the previous night of radiation poisoning, and his body had gone missing.
Green Arrow appears, and explains that Gomez had been a courier and opened his cargo to find that it was a cache of radioactive isotopes. He died from his exposure to it, but not before uttering the word “diablo.” Oliver deduces that rather than being Spanish for devil, Gomez was referring to Seattle’s Diablo Dam. He assumes that the dam would be the perfect place for a terrorist group to release their radioactive payload, and permanently poison Seattle’s water supply.
